President William Ruto on Wednesday, April 17 issued a 21-day notice to State agencies directing all with non-compliant reports from the Office of the Auditor General and the Public Service Commission (PSC) to submit corrective action within the next three weeks.
The President also raised concern over the level of non-compliance with the Constitution reported within the government by the two audit bodies.
Currently, only 24 per cent of government institutions have received a clean bill of health from the Public Service Commission and the Auditor-General.
“We cannot deliver for Kenyans when we are burdened with impunity and wounded by non-compliance,” he said speaking during the Third National Wage Bill Conference 2024 at the Bomas of Kenya.
Ruto further demanded radical improvement from all government Ministries, Departments and Agencies in future audits by the Auditor General.
During the same function, the president noted that the government was implementing several measures to achieve a 35 per cent wage bill to revenue ratio.
The current public wage bill was reduced from 51 per cent to 46 per cent marking significant progress in its management.
The president further promised that the National government in collaboration with the county governments will, moving forward work in partnership with the Intergovernmental Relations Technical Committee in conjunction with the Salaries and Remuneration Commission and the Council of Governors to achieve the wage bill target.
“As National Government, we have taken the lead with a commitment to reduce the wage bill to 35% of revenue by 2027,” he noted.
“We must stop chasing what is popular; we must go after what is right."
Ruto also warned public officers with fake certificates, noting that the government will no longer allow unqualified Kenyans to hold public positions.
"Those who have earned money by using fake certificates should refund us that money. Those in government should leave and go and look for money to pay us."
