Drama as 'Fake' Speaker Addresses Senate for Hours

A dramatic scene unfolded in Parliament on Thursday after Senators discovered that they had been addressed for hours by a wrong person. 

The Senate Public Accounts Committee had summoned the Vihiga County Assembly Speaker to shed light on alleged misuse of public funds.

Suspended Vihiga Speaker Dan Chitwa appeared before the Anyang Nyong'o-led committee but did not disclose that he had been interdicted and was not supposed to appear before the probe team.

Mr Chitwa came clear on his suspension after being pressed hard to explain the expenditure of the assembly that the auditor general had termed useless.

A section of the senators reacted that they had been fooled, rebuking Chitwa for not being honest the moment he appeared before the committee.

“Basic honesty requires that when you entered this room, you should have said that you are not supposed to be here as you are suspended,” said Kiambu senator Kimani wa Matangi.

The Senators were further shocked to learn that Chitwa was suspended after spending Sh1.85 Million county money on a honeymoon in Seychelles yet he was in parliament to defend the expenditure by his assembly.

The suspended speaker tried to defend himself claiming that he was the only one who knew how the money was spent.

Kakamega Senator Boni Khalwale blasted the interdicted speaker accusing him of taking the senators for granted. A visibly agitated Khalwale condemned him for not revealing the circumstances behind the suspension and failing to disclose his status.

A recent report by the Auditor General revealed massive embezzlement of public funds in the Vihiga County Assembly.

The report showed that MCAs used Sh16 Million to travel to Uganda to learn how to implement devolution yet the neighbouring country does not have a devolved government.

A further Sh23 Million was used to travel to Israel to learn about agriculture, yet no single project from Israel had been implemented.
