How Head Teachers Wasted Free Primary Education Funds - Report

A report by the Ethics and Anti-Corruption Commission has unearthed massive embezzlement of Free Primary Education (FPE) funds.

The report presented to Education Cabinet Secretary Fred Matiang'i on Wednesday, revealed that some primary schools were using the money for overseas trips and allowances.

It added that some schools were altering payment documents for assets that had not been delivered to the institutions.

What was even more shocking in the report was that some headteachers were using the funds to loan themselves and failed to pay back the debt. In a particular case, one headteacher loaned himself Sh100,000 and failed to repay.

EACC Chairman Halakhe Waqo now wants teachers found culpable for misuse of FPE funds brought to book.

Speaking at the Integrity Centre, Matiang'i announced that his Ministry had formed a special team to work with EACC and execute the commission's recommendation in order to curb further loss of funds.

"We need to audit the funds given to schools, and we will have capacity-building programmes to help with this," Mr Matiang'i was quoted by the Star.

In January, President Uhuru Kenyatta  ordered an audit of public primary and secondary schools to establish how money released to the institutions were spent over the last 3 years.
