MPs Cause Chaos in Parliament Over CDF

Business in the National Assembly was on Tuesday afternoon suspended after Members of Parliament (MPs) engaged in a shouting 'match'.

The legislators were reportedly protesting scrapping of the Constituency Development Fund (CDF), cutting short proceedings for two hours.

Trouble began after House Majority Leader Aden Duale informed the lawmakers that the funds had not been included in the budget which was read a few days ago.

The Chambers erupted with jeers as the lawmakers vowed not to approve the budget without the funds which are meant to fund projects in their constituencies.

“I am not telling you to pass it but you know the budget includes even our salaries but as we sit here, we don’t even have the CDF money in the budget,” he tried to convince them amid shouts.

Led by Minority Leader Francis Nyenze, the legislators persisted with the chanting paralysing Parliament business.

“If there is no CDF, there is no budget. We will stop the budget process unless this is secured. We have a leverage point and this is the card that we will play; No CDF, no budget! no CDF no budget!” declared Nyenze.

Deputy Speaker Joyce Laboso was forced to suspend the House Session to allow the legislators hold a Kamukunji to deliberate on how they would address the budgetary omission.
