Clinical Officers Stage Protests in Nairobi, Demand CS Duale to Sign Pending Welfare Agreement

Clinical officers in Nairobi staged a protest on Tuesday, December 9, 2025, urging Health Cabinet Secretary Aden Duale to sign a long-pending agreement affecting their welfare and the president’s directive to issue them permanent and pensionable contracts.

The demonstrators accused the Ministry of delaying implementation, despite having concluded negotiations and submitted the necessary documents in September 2025. 

The offers claimed that after concluding the negotiation three months ago, they printed the documents and presented them to the CS.

“We have said that we shall not rest until our demands are met,” The Union Leader asserted.

They emphasised that both the Treasury and the Salaries and Remuneration Commission (SRC) had complied with the agreement, and called on the Health Ministry to do the same.

“We feel discriminated and that the Ministry does not recognise and appreciate the work that we do, and that is why we are here,”  They stressed.

During the protest, the clinical officers stated that CS Duale had previously invited them to present their challenges, which they did, however, he did not follow through on implementing the agreed-upon measures.

The health workers stated that the Ministry did not recognise their contributions in the health sector. 

They emphasized that the demonstration aims to encourage the Ministry to sign the agreement and formalize their employment status as outlined in the agreement.

Union leaders emphasised that the protest focused on urging the government to fulfill its commitments and ensure that clinical officers receive the benefits promised during negotiations.
