Over 400 Government Bosses 'Illiterate' - Audit

A recent audit at the Kenya Ports Authority (KPA) has revealed that 423 managers and 962 workers have "nonexistent" certificates and qualifications.

The probe documents, which were filed in 2014, have sparked a fresh debate on the extent of rot in the parastatal after the discovery that already cost 132 workers their jobs, proved that there was more. 

The Human Resource (HR) data in the organisation, which was filed in 2012, indicated that 962 workers and 423 managers had qualifications that are now deemed imaginary.

The report, however, does not disclose whether the qualifications are false or illegal and how the controversial database was compiled.

Other employees who had indicated that they had studied abroad were still under investigations to verify their eligibility.

122 copies of Kenya Certificate of Primary Education (KCPE) and those of Kenya Certificate of Secondary Education (KCSE) result slips and certificates were also found to be forgeries.

In his ruling on September 22, Justice James Rika dismissed a case filed by port workers that sought to stop KPA from firing them on the grounds that there was mischief in the process.
