CS Aden Duale Drives Implementation of New TaifaCare Health Financing Strategy

Health Cabinet Secretary Aden Duale, on Friday, November 28, 2025, led a consultative session with Development Partners Health–Kenya (DPH-K) to advance the rollout of Kenya’s new health financing model and strengthen alignment between development support and national health priorities.

During the engagement, the Ministry presented the proposed health financing framework, outlining partner-supported programmes mapped to the Universal Health Coverage (UHC) roadmap. 

At the core of this framework is the government’s unified approach, with one plan, one budget, and one monitoring and evaluation system. This is designed to reduce duplication, improve coordination, and drive priority health outcomes.

The Partners discussed emerging investment opportunities and areas for technical collaboration to support Kenya’s financing reforms under the TaifaCare Model, a sustainability-focused approach that aims to expand access to quality and efficient healthcare for all Kenyans.

CS Duale highlighted key government initiatives driving the health sector’s transformation, including the Social Health Authority (SHA), which covers 27.7 million registered Kenyans.

This occurred just after the CS spoke during the Joyful Women 16th Thanksgiving Ceremony at Kasarani, where he highlighted the Ministry’s collaboration with key stakeholders, including Roche(a global pioneer in pharmaceuticals and diagnostics), which has reduced the cost of Herceptin breast cancer therapy from KSh 120,000 to KSh 40,000 per session.

”The treatment is now fully covered under SHA, with zero out-of-pocket payments across all contracted facilities," he urged.

Duale also announced the expansion of the Cancer Care Package under the Social Health Authority (SHA) from KSh 550,000 to KSh 800,000, effective 1st December 2025. The expansion aims to make lifesaving cancer treatment accessible to all Kenyans, regardless of income.

He also highlighted the digital health superhighway, the scale-up of Community Health Promoters (CHPs), the strengthening of local pharmaceutical and medical supplies manufacturing, and ongoing efforts to build a competent health workforce.

He reaffirmed that the new financing model is centred on transparency, accountability, and results-driven investment, while promoting coordinated, high-impact interventions across the sector.

CS Duale, accompanied by Principal Secretary for Medical Services, Dr. Ouma Oluga, and senior ministry officials, further urged development partners to fully familiarize themselves with the framework and deepen their collaboration with government efforts to accelerate progress towards achieving Universal Health Coverage.
