Former Nominated Senator Gloria Orwoba claims the missing Ksh300 billion flagged by the Auditor General Nancy Gathungu is linked to voter suppression witnessed in recent by-elections on Thursday, November 27 2025.
Speaking in an interview on Saturday, November 29, 2025, Orwoba alleges that the government used intimidation, violence, and bribery to influence outcomes in Mbeere North and Malava.
Orwoba accuses Embu Governor Cecily Mbarire and Public Service Cabinet Secretary Geofrey Ruku of hovering around polling stations in Mbeere North because “they already knew they had lost.”
She claims that three polling stations were allegedly taken over while goons infiltrated two others.
According to her, this interference created the 400-vote margin being celebrated by the United Democratic Alliance (UDA) in Mbeere North. She says the tactics used ranged from threats to outright bribery.
“They used intimidation, violence, and in areas where intimidation and violence failed, they used a lot of voter bribery,” she said.
Orwoba further alleged that more than Ksh 600 million was pumped into the Mbeere North by-election alone.
She claims that funds lost through government bonds may have been used to influence multiple by-elections.
The Auditor General’s report, released on November 25, revealed that Ksh 300 billion raised between 2017 and 2023 cannot be traced.
The money was reportedly raised through government bonds over six years.
Orwoba insists that these funds were diverted to Malava, Mbeere North, and Kisii during the by-elections.
“And just so you know it is not a joke, the 300 billion has not vanished - it has been spent in Malava, in Mbeere, and in Kisii,” stated Orwoba.
She warns that the events in Mbeere North mirror what could happen in the 2027 General Election.
