Chief Justice Martha Koome, on Monday, December 1, 2025, swore in Engineer Michael Kingi Thoya as the new Commissioner of the Salaries and Remuneration Commission (SRC) to serve a six-year term.
Engineer Kingi is replacing Dr. Anne Rwamba Gitau, who served as SRC’s Commissioner till June 30, 2025.
The oath was administered by Hon. Esther Nyaiyaki, Registrar in the Office of the Chief Registrar.
Koome reminded the new appointee of the weight of his role.
“With the role comes the responsibility of advancing Article 230 of the Constitution, ensuring a fiscally sustainable wage bill, attracting and retaining talent in the public sector, and promoting productivity and performance through fair remuneration.”
She further emphasized that the SRC is a governance-enhancing institution, adding that the Commissioner is called to uphold independence, transparency, impartiality, and accountability in delivering the SRC’s mandate.
Article 230 of the Constitution of Kenya 2010 establishes the SRC, comprising a chairperson and twelve members drawn from various bodies.
The Commission’s core mandate is to set and regularly review the remuneration and benefits of all State officers, while advising both national and county governments on pay structures for public officers.
Eng. Kingi Thoya, who now joins the SRC, was the Member of Parliament for Magarini Constituency from 2017 to 2022 under the Orange Democratic Movement (ODM).
He is a trained civil engineer with a Bachelor of Science in Civil Engineering from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a Diploma from the Kenya Institute of Highways and Building Technology (KIHBT).
His career spans leadership roles in water and sewerage management, including serving as Managing Director of Malindi Water and Sewerage Company.
In Parliament, he has sat on key committees such as Public Accounts, Implementation, and Public Investments, contributing to oversight and governance.
