Education CS Fred Matiang'i Named in Bribery Report

Education Cabinet Secretary Fred Matiang'i has been accused of breaching electoral laws by bribing voters in Nyamira County.

The alleged bribery took place during Jubilee campaigns where Matiang'i was drumming up support for President Uhuru Kenyatta.

A report by the Kenya National Commission on Human Rights (KNCHR) dubbed 'Mirage at Dusk' released on Monday also names President Uhuru Kenyatta, Mombasa Governor Hassan Joho and Cabinet Secretary Mwangi Kiunjuri . 

The report read in part: "They gave Sh10 million and a school bus to Nyambaria High School, in Nyamira County on June 7, 2017, contrary to the provisions of the Election Act which states that a candidate is not supposed to give handouts to induce the voters to vote the candidate in." 

The Education CS was also faulted for continually campaigning for the President both in Nyamira and Kisii County which is a violation of the Act which bars civil servants and cabinet secretaries from engaging in politics while still in office.

The report further cited another incident on July 11th, 2017, where Kenyatta donated a school bus to Maasai Girls High School in Ngong Town, Kajiado County.

Mr Kiunjuri, the Devolution CS was also put on the spot following his visits to Kwale County and is accused of using Government relief food distribution as a campaign tool.

Joho, Kakamega’s Wycliffe Oparanya and Kirinyaga’s Anne Waiguru were also accused of bribing voters.

On Waiguru, the report claims: “After her speech in Kirinyaga, her campaign team organized the people in groups of ten (10) and distributed cash to the masses. Each group was given Sh1,000 which they were to split amongst themselves.”

Governor Joho, NASA leader Raila Odinga, former Kisauni MP Rashid Bedzimba and other Orange Democratic Movement (ODM) supporters were also accused by the Commission of bribery in an incident where a meeting was convened for college students at Aga Khan Hall.
