President Uhuru Kenyatta's Campaign Team Ordered to Use Government Resources

The government has ordered the Principal Secretaries (PSs) from all the ministries to release at least one vehicle which will be used in the final days of Jubilee Party campaigns and on election day.

In a memo dated October 16th, Head of Public Service Joseph Kinyua asked all the PSs to immediately surrender one 4WD vehicle, preferably a Prado.

The PSs have been urged to hand over the vehicles, to the Principal Secretary (PS) State Department of Interior, Dr (Eng) Karanja Kibicho.

“The government urgently requires strong and reliable 4WD vehicles for immediate deployment to various parts of the country," the memo stated.

The memo, which was copied to the Cabinet Secretaries (CSs), also indicated that the vehicles should be well serviced and ready for immediate work deployment.

This new order contravenes the election law which prohibits candidates in an election from using State resources in the campaigns.

The Election Laws indicate that one who breaches the requirement on the use of public resources in political resources will be forced to pay Sh2 Million or a six-year jail term.

“Except as authorized by this Act or any other written law, a candidate, referendum committee or any other person shall not use public resources for campaigning during an election or a referendum,” Section 14 of the Elections Act states.

 Before the August election, the Commission on Administration of Justice asked the IEBC to disqualify a candidate or a party that uses public resources in political activities

Mr Odinga raised the issue on the use of State resources in his election petition challenging the election of President Kenyatta. Nonetheless, the President was absolved of the offence.
