Jubilee Governor Rejects Government's Plan

Uasin Gishu Governor Jackson Mandago has rejected the use of Integrated Financial Management Information Systems (IFMIS) that enhances efficiency in planning, budgeting, procurement and expenditure management in the County and National governments.

According to Mr Mandago, the system has paralyzed the operations of the county government and should be scrapped.

"It’s a bad system that has made it difficult for us to absorb money and spend. It's useless and it's causing us so many problems," he stated.

He, therefore, called on the Inter-Governmental Relations Technical Committee (IGRTC) to deliberate on the use of the system by the Treasury.

"Sometimes IFMIS is opened and then shut immediately in a manner that serves to frustrate counties," the Jubilee Governor noted.

The Jubilee politician stated that the system had been an obstacle to procurement process and payment in county governments.

He also pointed out that the counties had been blamed for failing to disburse funds mostly because of the challenges posed by the system.

"We are many times accused of failing to use all the money we are given but all that is because of this system whose controls are not the best for devolution," he stated.

Mandago noted that the devolved units should quit taking blame over matters beyond their control.

The Jubilee Governor proposed the use of a better financial management system that will improve operations and ensure good use of public resources and money.
