Nairobi Matatus Hit With 4 New Laws

Nairobi Public Service Vehicles (PSV) have suffered another blow following the introduction of four new regulations being debated in the August House.

The proposed laws seek to seize power from the county government over PSV operations to manage the sector in the city’s metropolitan area.

In a quest to decongest the Capital, the national government rolled out the plan to regulate the transport sector which has created tough predicaments over decades.

The new laws seek to regulate the allocation of bus terminus's where different PSVs will be designated to help decongest the inner city.

Public drivers licensing will be taken over by the Nairobi Metropolitan Area Transport Authority (NAMATA), a body which was created through an Executive order by President Uhuru Kenyatta.

The body will be taking over the mandate of licensing drivers which is currently done by the National Transport and Safety Authority (NTSA).

These proposed laws will also compel those operating within the urban transportation service to be issued with a certificate of operation by NAMATA.

Both on-street and off-street parking will also be regulated by the new body on corridors that will be set and will also be imposing penalties and parking fees.

Furthermore, PSV drivers within the urban transportation service will undergo training and sit for exams and upon completion, they will be awarded the driver’s certificate of professional competence.

Finally, NAMATA will be in charge and responsible for the design and specification of all public transport routes and services within the urban transport service.
