Migori County Water and Energy cabinet member Rebecca Maroa was on Monday locked out of her office by workers over pay arrears.
The Migori Water and Sanitation Company staff staged the protest as they claimed to have not received their salaries for over six months.
The over 60 workers used thorns to bar the entrance to the office and further used padlocks to shut the doors.
"We have not been paid for six months and our statutory deductions have also not been remitted.

"We have had several meetings with our boss but she is not helpful," a worker lamented.
The workers further outlined that they had fallen into poverty and broken up with their spouses over the lack of pay.
Ms Maroa later arrived at her office accompanied by police officers who cleared the barricades and the county executive committee memnber accessed her offices.
"Ms Maroa will have to carry the three armed police officers daily to work because she will be meeting locked gates until we are paid.
"We want to know how you can live with your wife and children for six months without her even eating a piece of fish because you are not paid, we are hurting," the workers' representative Cyprian Amwaba stated.
Reporters who soght a comment from Ms Maroa were turned away by police officers who reported that she did not wish to speak to the press.
"The executive is not ready to talk to the press. She has instructed us not to allow you in her office. You are free to leave," the officer stated.
