Homa Bay MCAs Cause Chaos in County Assembly

Chaos erupted at Homa Bay County Assembly on Tuesday, October 16, 2018, over the leadership positions in the House.

The MCAs accused Speaker Elizabeth Ayoo of imposing leaders on them. The Speaker was quickly evacuated from the assembly.

Kanyidoto MCA Walter Muok had been chosen to become the new Majority Leader in Homa Bay after a handshake deal that was reached in Nairobi. 

Wrangles between factions led by Muok and his predecessor, Richard Ogindo, had left the assembly indefinitely deadlocked.

The two reached a compromise deal to share positions during a meeting chaired by ODM Treasurer Timothy Bosire and Senator Moses Kajwang’.

Ogindo, the Kwabwai MCA, was selected as the assembly’s Majority Whip, Joan Ogada (Kojwach) took the Deputy Majority Leader position while that of Deputy Majority Whip went to Mary Ojala (Arujo).

The in-fighting between the two camps had hampered sessions for three months.

In August 2018, a group of MCAs led by James Ochieng (Kabondo East) held an election whereby they removed Ogindo and Ruth Ombura from the Majority Leader and Deputy Majority Leader positions, respectively.

Nominated MCA Sophie Koweje was also removed from her position as Majority Whip. The elections were then annulled by the party. 

When the sittings resumed in October, MCAs engaged in fistfights, forcing speaker Elizabeth Ayoo to indefinitely adjourn the assembly.
