Auditor General Exposes ICT Ministry Over Digital Literacy Programme Funds

ICT Cabinet Secretary Joe Mucheru was on Tuesday put on the spot after Auditor General Edward Ouko released a report on his ministry.

According to the auditor general, Mucheru's ministry could not account for Ksh16.3 billion spent on the Digital Literacy Programme for public schools.

President Uhuru Kenyatta had allocated Ksh17 billion to the DLP that was mandated to provide free laptops for Class One students in government schools.

In July 2017, the president and his deputy went on a tour of schools around the country championing the cause and elaborating its success.

At the time, 17,000 schools had been supplied with 992,073 devices distributed and over 95,000 teachers trained across the nation.

"We will continue supporting the digital learning programme until all the 23,951 public primary schools are supplied with the devices.

"Digital content for class one and two has already been developed and pupils are accessing it through the devices.

"We are introducing a world class delivery of education that ensures our children are connected to the world and are able to remain competitive at the global stage," the president promised at the time.

In Machakos County, for example, 25,731 digital learning devices were delivered in 609 primary schools with infrastructure set up in 829 primary schools.

With the 829 primary schools yet to be plugged in and 2,490 teachers trained, the ICT ministry is said to have spent Ksh49.7 million.
