Why Duale May Become MCA After Referendum - Mutahi Ngunyi

Political Analyst Mutahi Ngunyi has opined that Majority Leader Aden Duale may end up becoming an MCA after the rumoured referendum.

Through his weekly show, The 5th Estate, Mutahi explained that the referendum may require proportional representation for the parliamentary system to work.

"You cannot have an MP like Duale representing the same number of people like an MCA in Kiambu or in Umoja in Nairobi," Mutahi stated.

"We should have the courage to make Duale an MCA or make the Kiambu MCA an MP like Duale. This is called representation that is proportional," he added.

Mutahi elaborated that it would be unfair to have the Prime Minister and the Ceremonial president voted in by the MPs given the disparity in the current Constituencies populations.

In his view, the current would create a tyranny of minorities since some MPs represent significantly larger populations posing a challenge to representative democracy.

"Mlolongo Ward with 45,365 voters has the same population as the Samburu North and Samburu East constituencies combined at 46,684 voters.

"Duale is a better example, this man is the Leader of the Majority... a big man. Yet, Garissa Township, his constituency, has only 54,000  voters.

"If Duale was from Kiambu, he would have been an MCA from a Ward called Kamenu in Thika Town which has 51,000 voters," he concluded.

Mutahi, nevertheless appreciated that the shift from the Presidential System to a Parliamentary system would ensure peace and stability. 

Previously, at the close of every 5-year electoral cycle, Kenya's political scene has been marked by chaos, tension and bloodshed associated with presidential elections which may be eliminated by a Parliamentary system.
