New System to Allow Traffic Offenders Pay Instant Fines

The National Transport and Safety Authority (NTSA) is preparing new regulations that will see traffic offenders pay instant fines instead of first going to the courts.

NTSA has said it plans to introduce an electronic payment system that would include payment through mobile phones.

 Director General Francis Meja said they were currently working with the Judiciary, the Attorney-General and the Police to come up with the list of offences and their respective fines.

They would then be forwarded to the Ministry of Transport to be gazetted.

This is meant to reduce cash dealings between motorists and the police, as well as save motorists the time they would otherwise spend in courts.

The instant fines will, however, only apply for minor offences.

According to the Business Daily, the new system will also allow for instant payment of a fixed amount of bail, for those who contest the charge.

This comes days after Chief Justice Willy Mutunga discovered discrepancies at the traffic courts, indicating that some traffic officers had set up 'fake courts' where they ask for bribes.

Reports indicate that most motorists result to bribing traffic officers dreading to go to court and in an attempt to avoid the inconveniences.
