Treasury CS Henry Rotich Transfers Bernard Muchere From Ministry of Health After Sh5 Billion Scandal

The audit officer who raised questions about the use of Sh5.1 Billion at the Ministry of Health has been removed from Afya House in a major reshuffle conducted by Treasury Cabinet Secretary Henry Rotich.

The shake-up which affected at least 17 internal auditors, saw Bernard Muchere - the presumed whistleblower in the scam - transferred to the National Treasury.

A statement by Mr Rotich noted: "The changes take effect from 9th December 2016."

"Consequently, the affected offices are advised to carry out a smooth handing/taking over before reporting to their new stations. You are therefore requested to inform this office the date the officers report for duty," Rotich added.

Mr Muchere will be replaced by Francis Njau at Afya House as the Head of the Internal Audit.

In the transfer document, Mr George Mweresa has also been moved from the Ministry of Education to Transport and Infrastructure as Head of Internal Audit.

Mr Moses Karanja was moved from Agriculture to Industry while auditors Hosea Wasike and Joseph Onyera have been moved from the Internal Audit headquarters to the Agriculture Ministry.

The transfer of Mr Muchere has raised eyebrows as it comes at a time when the alleged scandal at the ministry is still under probe.

The Afya House scandal came to light after Mr Muchere's leaked audit report indicated that there were numerous inconsistencies in the spending of about Sh5 Billion at the Health Ministry.

According to the report, fraudulent deals were carried out at the department through diversion of funds meant to support the free maternity care programmes and purchase of phantom mobile medical clinics among others.
