Wetangula Orders all Parliamentary Business Conducted at Parliament Precincts

The National Assembly Speaker Moses Wetangula has ordered all parliamentary business be conducted at parliament precincts this is to observe and take note of the current austerity measures and the expenditure reductions announced by President William Ruto.

In a notice to the staff of the National Assembly on Friday, Wetangula also directed that by any chance meeting rooms are unavailable, then the affected committee members should hold their sittings at any other government facilities.

After which, the chairpersons of the respective committees will be required to prepare a formal report to be conveyed to the House upon its resumption clearly stating where the meeting was held. 

"The attendant sittings of the committees are held within the precincts of parliament." read part of the notice.

The Speaker also directed the clerk of the National Assembly to publish the supplementary estimates for the financial year 2024/2025 and facilitate the relevant committees to consider and adopt the budget.

The supplementary estimates for the said financial year seek to align with the revised fiscal framework and actualize expenditure cuts across three arms of government, commissions and independent offices.

The Speaker noted that the supplementary estimates submitted by the National Treasury had since been forwarded to the Budget and Appropriations Committee for expedited consideration.

The committee is required to guide the process and seek public views before adopting the estimates.

"The Budget and Appropriation Committee will seek public views and report to the House on or before Wednesday, 24th July 2024, to enable the House to subsequently consider the supplementary estimates."

After public views, the committee will then give effect to the Revised Fiscal Framework that will see the implementation of the proposed expenditure deductions.

President William Ruto had announced a 177 billion budget cut to seal the budget hole left after the withdrawal of the finance bill.

This came after protests led to the cancellation of contentious tax hikes.
