Nominated Member of County Assembly Zipporah Kinya on Wednesday fronted an impeachment motion against Meru Governor Kawira Mwangaza.
While addressing the County Assembly, the MCA accused the governor of abuse of office and gross misappropriation and misuse of county resources.
In her motion, the MCA also faulted the governor for failing to appoint the chairpersons of various boards including the Meru County Revenue Board and the Meru Microfinance Corporation.
She is also accused of illegally revoking Virginia Miriti’s appointment as the county secretary without a majority vote by the Meru MCAs.
According to Kinya, Mwangaza allegedly paid emergency call allowances to 161 doctors and medical officers using the wrong rates. This allegedly led to an overpayment of Ksh74.3 million.
"The Governor has grossly violated (among others) Articles 10, 73, 201, 226 (5), and 232 of the Constitution, sections 8, 12, 13 (1) and 35 of the Leadership and Integrity Act, 2012," the nominated MCA alleged.
Kawira is also accused of using manual payroll to pay personnel emoluments amounting to Kshs102.94 million, which is 3.1% of Personnel Emoluments costs, thus contradicting county finance management laws.
Kinya alleged reconciliation efforts proved futile and that the governor's continued stay in office undermined effective and efficient service delivery.
The latest move comes hardly a year after a majority of the senators turned down a second motion that had been tabled to impeach her.
The Senators voted to throw out all seven charges fronted against the governor by the Meru County Assembly.
The Senate carefully considered the evidence presented by the Meru County Assembly’s legal team and the defence presented by Kawira's legal team during a two-day trial.
"The result of the division indicates the senate has not upheld any of the charges. Therefore, the Senate has failed to remove from office the governor by impeachment. The governor accordingly continues to hold office," Speaker Amason Kingi stated as Mwangaza survived impeachment.
