Ruto Nominates Ex-MP Charles Jaguar as Member of CAJ

President William Ruto has nominated former Starehe Member of Parliament Charles Njagua, well known as Jaguar, to be a member of the Commission of Administrative Justice (CAJ).

In a statement signed by the Head of Public Service, Felix Koskei, on Tuesday, November 12, the Head of State nominated Jaguar to the government position alongside Dorothy Jemator Kimengech.

Jaguar is a well-known Kenyan politician, entrepreneur, and musician who made his political debut in 2017 when he vied for and won the Starehe Parliamentary seat on the Jubilee party ticket. However, in August 2022, the lawmaker lost his seat after serving for only one term. 

The former legislator holds a Bachelor's Degree in Peace Studies and Conflict Resolution from Mt Kenya University, which he obtained six years ago.

Meanwhile, Dorothy Jemator Kimengech is a respected lawyer with over 13 years of experience as a legal practitioner. She is a high-profile advocate with a proven track record in high-profile litigation, election petitions, and commercial matters both locally and internationally.

Kimengech possesses a Bachelor’s Degree in Law from Moi University and a diploma in Advocates Training Programme (ATP) from the Kenya School of Law.

While the duo were nominated as members of the Commission, President Ruto nominated Charles Orinda Dulo as the Commission's Chairperson. 

Orinda is an Advocate of the High Court of Kenya with over 20 years of experience in private legal practice and public service. Dulo was among the founding members of the faculty of Daystar University's School of Law, where he still serves as a lecturer.

Dulo has also lectured law at various universities, including Strathmore University School of Business, Daystar University School of Law, and Jomo Kenyatta University of Science and Technology (JKUAT) School of Law.

He holds a Bachelor's Degree in Law (LLB) and a Master's Degree in Law (LLM) from the University of Nairobi, and a Postgraduate Diploma in Law from the Kenya School of Law.

The Commission on Administrative Justice (CAJ) is a government institution mandated with tackling maladministration or improper governance in the public sector. 

As an independent institution, CAJ is mandated to investigate complaints of delay, misuse of power, unfair treatment, manifest injustice, and misbehaviour within the government.
