Senator Omtatah Goes After DCI Over Issuance of Certificates of Good Conduct

Busia Senator Okiya Omtatah has expressed his frustrations after being denied entry to the Directorate of Criminal Investigations (DCI) Headquarters on Kiambu Road in Nairobi.

In a statement on Monday, January 6, the lawmaker accused the detectives of barring him from entering while following up on a colleague’s Certificate of Good Conduct, which he claimed had taken an unreasonably long time to be issued.

The Senator, while lamenting the incident, described it as shocking and a glaring indication of systemic inefficiencies that, he noted, continued to hinder the delivery of services in public offices.

According to Omtatah, all public institutions are mandated to serve all citizens with transparency, accountability, and fairness. He argued that denying people access to such services undermines public trust.

"I am deeply concerned and disheartened by an incident that transpired today at the Directorate of Criminal Investigations (DCI) Headquarters on Kiambu Road, where I have been denied entry while seeking to urgently follow up on a Certificate of Good Conduct for a colleague," Omtatah lamented.

“This certificate, often required for employment and other critical purposes, is a fundamental public service that must be accessible to all Kenyans without unnecessary barriers,” the Senator added.

While expressing outrage, the lawmaker called on the DCI officers to immediately review and streamline entry protocols to ensure that urgent cases are treated with the seriousness they deserve.

He also urged the detectives to establish a clear, transparent, and accessible complaints mechanism for those who encounter challenges when seeking services.  

Further, Omtatah urged the DCI to ensure that all its officers at public service points uphold professionalism, respect, and courtesy towards citizens. 

Omtatah's denial to access the DCI premises comes barely a week after he accused the detectives of allegedly abducting Cartoonist Kibet Bull whose whereabouts are yet to be established.

Addressing the press on December 26, the legislator claimed that the DCI officers reportedly abducted the social media influencer using a Subaru car moments after the latter left his office.

Omtatah recalled seeing several Subaru cars parked outside his office where he had convened a meeting with people among them Kibet Bull who he noted were interested in supporting his presidential bid.

"I believe he was abducted by DCI officers, as soon as he arrived at my office, my security detail told me that they were monitoring a Subaru that had been mounted with spy gadgets," Omtatah claimed.
