Senators Summon Three CSs & Kenya Railways MD After Missing Sittings

The Senate Labour Committee, on Monday, summoned three Cabinet Secretaries after they skipped a scheduled meeting to discuss among other things the pension of Kenya Railways Corporation retirees.

In the statement early Monday, the committee summoned CSs for National Treasury, John Mbadi; Cooperatives, Wycliffe Oparanya; Labour, Alfred Mutua; and the Kenya Railways Corporation Managing Director, Philip Mainga.

The four are expected to present themselves to the committee on Wednesday, August 20, at 10am at the County Hall Mini Chamber to address key national matters.

"The Senate Labour Committee has officially summoned the following leaders after they were unable to attend today’s scheduled meeting, Monday, 4th August 2025," the statement read in part.

"They are kindly requested to appear before the Committee on Wednesday, 20th August 2025. Your cooperation is appreciated as we work together to address key national matters."

Among the issues they are expected to respond to are the one-off honorarium for former councillors, delayed pensions for Kenya Railways pensioners, and matters raised in the Kenya Cooperative Creameries (KCC) petition.

This comes just days after the committee threatened to sanction CS Mbadi for snubbing a session to discuss the long-pending issues of unpaid pensions to retired Kenya Railways staff.

The CS, in particular, had been sternly warned not to skip the next meeting, set for today, Monday, August 4, or he would face consequences.

During last week's sitting, the committee chair, West Pokot Senator Julius Murgor, expressed his disappointment that the CS skipped yet another critical session, opting to send the Public Investments Principal Secretary Cyrell Wagunda Odede instead.

“We now understand that this will continue to drag because decisions are made at the Cabinet level. The longer it delays, the more we’re seen as non-performers,” said Sen. Murgor.

Kitui Senator Enock Wambua cited the CS's former role as Member of Parliament, saying, “Appearing before Parliament is not a favour. The CS understands this better than most.”

Ultimately, they sent the PS away and summoned the CS to appear in the next meeting scheduled for Monday, August 4, warning that failure to appear would "not be tolerated."
