IEBC to Resume Continuous Voter Registration on September 29, 2025

The Independent Electoral and Boundaries Commission (IEBC) has announced the official commencement date for voter registration, ending months of speculation.

In a gazette notice on Thursday, August 28, IEBC revealed that Continuous Voter Registration (CVR) would resume on Monday, September 29, 2025, in accordance with its mandate under Article 88(4) of the Constitution.

"The Independent Electoral and Boundaries Commission (IEBC) wishes to inform the public that Continuous Voter Registration (CVR) will resume on Monday, 29th September 2025, in line with its constitutional mandate under Article 88(4) of the Constitution of Kenya, 2010," the IEBC announced.

According to the IEBC, the exercise will primarily target individuals who have recently turned 18, as well as citizens who were previously not registered. Voters who need to update their information will also be required to participate in the registration exercise.

To ensure a seamless process, the IEBC initiated a series of preparatory activities ahead of September 29. These include mapping registration centres across the country to ensure accessibility for all citizens. The IEBC will also conduct consultative stakeholder forums at the constituency level to enhance public awareness and engagement.

The IEBC also revealed that it is consolidating geospatial data at constituency, county, and national levels to better guide resource allocation and planning.

Further, Kenya Integrated Election Management System (KIEMS) kits are being configured and tested in preparation for the rollout. With registration officers officially appointed and gazetted by law, the IEBC announced that field staff are also on deck to receive training to ensure they are fully equipped to carry out their duties effectively.

Eligible citizens will be able to register at any IEBC constituency office, except in areas where by-elections are currently ongoing. 

Services offered at the offices will include new voter registration, transfer of registration to a new location, correction or updating of voter details, and inspection of current registration status.

As per Article 83 of the Constitution, a person qualifies to register as a voter provided they are a Kenyan citizen aged 18 years or older and are in possession of a valid Kenyan Identity Card or Passport.

The individual must also not already be registered elsewhere and should never have been convicted of an election offence in the past five years.

Once the exercise kicks off, eligible voters will need to complete the appropriate voter registration forms based on their individual needs. Form A is for new registrations, Form B is for changes in a voter's particulars, and Form C is for the transfer of registration to another electoral area. Form D is for filing claims or objections, while Form E is for appealing a registration officer's decision.

New Registrations

For new registrations, an eligible individual must visit a designated registration centre with a valid Kenyan ID or Passport. They will be required to complete a statutory form and provide personal and biometric data, including fingerprints and a photograph.

Once registered, the voter will be handed an acknowledgement slip as a formality, although the slip will not be required for identification on election day.
