Former KeRRA Director General Philemon Kandie Arrested in Night Raid by EACC

Former Kenya Rural Roads Authority (KeRRA) Director General Philemon Kandie has been arrested by anti-corruption officials.

Kandie was arrested by officers from the Ethics and Anti-Corruption Commission (EACC) in a night raid on his home on Friday, October 3.

In the raid, Kandie was taken to the EACC headquarters in Integrity House for questioning, with his electronics and documents amongst items seized.

While the exact reason for his arrest is yet to be established, preliminary reports indicated that Kandie’s arrest was linked to allegations of graft and financial mismanagement during his time as KeRRA boss.

Kandie resigned from his position on July 11, in a notice that was revealed by KeRRA, with the reason for his resignation not disclosed.

“The Authority wishes to inform the general public of the resignation of Eng. Philemon Kandie, MBS, as the Director General of Kenya Rural Roads Authority, effective 11th July, 2025,” KeRRA stated.

Kandie resigned two years before the expiry of his term.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months effective 11th July 2025, with my last day of employment being 10th October 2025. I wish to proceed on my 45 days' annual leave during the period of my notice, effective 14th July 2025,” Kandie had noted.

At the time, Kandie’s resignation was linked to allegations that he had played a role in the June 25 protests.

On July 2, a petition was filed at the High Court seeking his removal as KeRRA’s DG, with allegations that he played a role in the protests across the country in June. 

In the petition, the former senior public officer was accused of using his position to funnel state funds through shell companies and contractors linked to KeRRA to finance the chaos.

The petitioner further claimed that intelligence and investigative reports linked procurement accounts and logistical support for the violent groups to entities associated with the ex-KeRRA boss, all the while being a serving public official.

Kandie was replaced by Jackson Magondu, who was serving as the authority's Director in charge of Planning, Design and Environment, albeit in an acting capacity.
