In issuing a mandatory registration, the government has given all sugar repackagers two weeks to submit their registration details.
In a statement, the Kenya Sugar Board (KSB) urged all companies, organisations and individuals involved in repackaging sugar for retail sale to register by November 17, 2025.
The Board stated that registration should be completed via the KSB's Integrated Management Information System (IMIS) portal.
“Accordingly, all persons, companies or organizations engaged in the re-packaging of sugar for retail sale (hereafter “sugar re-packagers”) must submit their applications online via the Kenya Sugar Board’s Integrated Management Information System (IMIS) portal,” part of the statement reads.
When doing the application, all sugar re-packagers will need to submit all relevant supporting documents as prescribed in the KBS regulations.
“All sugar re-packagers must submit their applications online, accompanied by all relevant supporting documents as prescribed in the regulations and any guidance issued by the board."
"All re-packages, therefore, are notified to submit their application on or before November 17, 2025,” the board added.
Required Documentation
The required documentation to be accompanied during application is Certificate of Incorporation or Business Registration, a valid business/trade licence, premises layout & hygiene certificate, and Proof of sugar source (manufacturer/importer agreement).
Other documents are quality management & traceability system details, certification of conformity (e.g., from Kenya Bureau of Standards (KEBS) and Tax compliance certificate
According to the board, the registration is for enhancing traceability of sugar products, monitoring and enforcing quality standards and protecting consumers from counterfeit products.
Repackaging helps in ensuring that sugar sold in small retail formats maintains the original trace of who imported it or produced it.
It also ensures that there is hygiene in premises where sugar is repackaged and final product meets standards such as labelling, quality and weight under KEBS supervision.
The board warned the companies to comply with these regulations before the deadline date to avoid enforcement actions
