Interior CS Nkaissery Warns Henry Rotich for Slashing Budget in His Ministry

Interior Cabinet Secretary Joseph Nkaissery on sent a strong warning to his Treasury counterpart Henry Rotich for cutting the security docket's budget in 2016 and failing to understand security matters. 

Appearing before the National Assembly’s Committee on National Security, Nkaissery stated that his ministry was unable to complete projects after Mr Rotich slashed their budget.

“We have a problem on the issue of reality and academics. Go tell my colleague Rotich he shouldn’t bring issues of academics to the issue of national security through his economic outlook survey. You rather leave the budget than give us a half cake,” a charged Nkaissery stated.

An official from the Ministry, who represented Mr Rotich, tried to defend the budget cuts stating that rationalising spending in ministries was meant to fund other Government programmes that needed intervention, but that fell on deaf ears.

Nkaissery, who was accompanied by Inspector General of Police Joseph Boinnet, urged the committee chaired by Tiaty MP Asman Kamama to mount pressure on the Treasury to give them Sh10.3 Billion in the 2016-17 supplementary budget.

The CS stated that they needed the funds to clear Safaricom's debt and complete projects that had been initiated by his ministry.

Kamama said that they would persuade Mr Rotich to give Nkaissery's Ministry the amount they needed. 

In April 2016, the Treasury denied a request by the Ministry of Interior and Coordination to add Sh400 Million in the supplementary budget for the prisons department.
