IEBC Chair Wafula Chebukati Vows to Arrest IEBC Officials

The Independent Electoral and Boundaries Commission (IEBC) has announced that an internal probe has begun to ascertain how an internal memo was leaked to the public on Tuesday.

IEBC Chair Wafula Chebukati, in a statement, noted that the commission would review the access and circumstances under which the subject information was unlawfully released to the public.

The Chair noted that all those found capable of leaking the memos to the public would be held accountable.

"The unlawful conduct is regretted and condemned. I will engage my commissioners and the CEO to hold the perpetrators to account," he stated.

He made the remarks after two of his confidential memos leaked to the public in a span of less than two weeks.

On Tuesday evening, Chebukati's memo to IEBC CEO Ezra Chiloba leaked to the public.

In the leaked memo, the Chairman called for action to be taken against James Muhati (ICT Director), Paul Mugo (ICT Coordinator) and Boniface Wamae (ICT Officer).

According to Chebukati, the officers appeared to have fallen short of assisting the Commission to successfully deliver a free, fair and credible election.

“The Chairman as the National Returning Officer, therefore, demands that the following officers in the ICT directorate be immediately suspended in accordance with the enabling laws,” part of the memo read.

Chebukati added that the move was necessary to also assert the integrity and fidelity of the Commission to the rule of law and to restore public confidence in the electoral body.

IEBC, however, quickly denied the claims explaining that the matter was under discussion.

"The new leaked document was internal and still under discussion by the Commission. No final decision has been taken on the issues. Regretable," IEBC stated.

Earlier this month, another memo also leaked to the public where Chebukati raised serious issues regarding the August elections.

In the memo, the Chair demanded a number of explanations from the Secretariat headed by Chiloba, including why the chair's password was used to access the results transmission system.

Chebukati also queried why satellite phones bought for Sh848 Million by the electoral body were not used to relay data from polling stations as it was supposed to be.
