IEBC to Issue Response to NASA's Irreducible Minimums

The Independent Electoral and Boundaries Commission (IEBC) has announced that it will make public its response to NASA’s list of irreducible minimums.

IEBC Chairperson Wafula Chebukati on Tuesday, after meeting the Jubilee Party and NASA in separate sittings, said that all demands raised by NASA had been addressed in totality and that the Commission was finalising its written response on the same.

He, however, noted that Jubilee had raised no demands during a consultative forum in which Deputy President William Ruto led the party’s delegation.

Chebukati also said that the commission would be filing its memorandum on the proposed amendments to the election laws to the joint parliamentary select committee on either Wednesday or Thursday. 

NASA demanded a list of all polling stations and registered voters as well as the GPS locations of all polling stations and the network coverage

The opposition also asked the poll body to appoint new returning officers for all the 291 constituencies and requested that the current serving officers remain as Constituency Elections Managers providing logistical support to the appointed ROs.

On results transmission, NASA wants only scanned images to be sent through the KIEMS kit to the constituency and national tallying center.

It also asked the commission to proactively announce the exact number of persons who will have voted by 5 pm based on tabulations from KIEMS kits before the tallying begins.

They also demanded the announcing of results at the Constituency level among other minimums.

Meanwhile, DP Ruto on Tuesday evening announced that Jubilee was pleased with preparations undertaken by the IEBC ahead of the repeat Presidential election scheduled for October 26th, 2017.

Addressing the media at Bomas of Kenya shortly after the meeting, Ruto mentioned that his party had no demands like those fronted by their competitors. 

“We are happy with the preparations that have been put in place by the IEBC.

“As a party, we have no conditions, no minimum conditions, and no irreducible minimum conditions,” the DP was quoted by the Nation.
