The IEBC on Saturday issued a new statement indicating that five presidential candidates who came in after the High Court ruling will not be configured to the electronic results transmission system.
In an internal memo, the commission CEO Ezra Chiloba explained that the electronic results transmission kits had already been configured with only two candidates President Uhuru Kenyatta and Opposition Leader Raila Odinga and as such cannot be reconfigured to accommodate new presidential candidates because of limited time.
"On 11 October the high court ordered the commission to include the name of Ekuru Aukot as candidate in the fresh presidential election to be held on October 26. The court also observed that indeed all candidates that participated in the August 8 presidential election were entitled to participate as candidates.
"Accordingly the commission has now gazetted seven candidates for the fresh presidential election. The commission, however, resolved that the RTS will not be configured to accommodate new presidential candidates except for the original two owing to time constraints," the memo read in part.

Following the changes, the CEO noted that there will be no display of provisional results at the national tallying centre during the October 26 repeat presidential election.
Mr Chiloba confirmed that following the changes, the electoral agency was working to ensure high transparency in the results transmission process to ensure that no candidate is infringed.
Some of the measures the CEO alluded to include; facilitating the media access to tallying centers across the country and setting up of a result monitoring centers accessible to election agents, observers, and other accredited stakeholders.
Meanwhile, Mr Odinga has insisted that he will not participate in the repeat presidential election even if his name appears in the ballot paper.
Speaking while giving a speech at Chatham House in London, the Opposition leader stated that the electoral commission had not undertaken necessary reforms, and as he will not participate in the process.
