New Bill to Kick Out 4 Nyanza Counties From Kenya

A perceived Jubilee strategist has drafted a Bill that proposes the removal of Kisumu, Siaya, Homa Bay and Migori counties from within Kenya's territory.

Controversial political analyst Washington Makodingo has suggested that the 27 constituencies in the four counties where voting did not take place on October 26 should be expunged.

Mr Makodingo argues that the constituencies requested to be removed after heeding NASA leader Raila Odinga to boycott the fresh poll.

"The residents of these constituencies have continuously expressed their wish to be excluded from the territory of Kenya. The objective of this Bill is, therefore, to amend the Constitution to grant these residents their wish by excluding them from the territory of the Republic of Kenya," the Bill reads in part.

The analyst has also proposed a new territory named "Kuria" be formed as a county to replace the four.

The said Kuria County will comprise the current Kuria West and Kuria East constituencies which fall under Migori County.

He has also proposed that Kisumu West constituency, where IEBC tallied some votes from the October presidential poll, be moved to Vihiga County.

Should the Bill sail through, Kenya will have 263 constituencies down from 290 and 44 counties, down from 47.

Makondingo has three options for the Bill to pass into law. He could collect one million signatures from the public, present it to parliament and gain support from two-thirds of the lawmakers and lastly, he can present it to the 47 county assemblies where support from 24 of them will give it a stamp of approval.

The new bill comes after Homa Bay Town MP Peter Kaluma presented his secession Bill to the IEBC.
