IEBC Chairman Wafula Chebukati Makes Major Changes in Commission's Secretariat

Independent Electoral and Boundaries Commission (IEBC) chairman Wafula Chebukati has appointed six senior managers in the commission's secretariat. 

Through a statement issued by acting CEO Marjan Hussein Marjan, Chebukati made changes in the  Finance, Legal, Human Resource and Supply Chain directorates.

"To ensure that the commission provides effective and efficient delivery of service to stakeholders, the changes have been agreed upon for immediate implementation," read Marjan’s statement addressed to the agency's employees.

According to the Standard, four directors have been appointed in an acting capacity, in a move likely to raise questions as to whether the chairman has powers to appoint. 

Mohamed Osman Hassan, who is currently the manager administration has been appointed the new head of human resource directorate replacing Irene Mutai who has been acting for over a year following the exit of Celestine Kiuluku.

Chrispin Owiye, who was manager Investigations and Prosecution has been picked as the new director of Legal and Public Affairs replacing Mahamud Jabane who has been acting since October last year, after Praxedes Tororey applied to take an early retirement.

However, it is not clear why Jabane has been replaced.

Finance manager Agatha Wahome has been appointed to head the finance directorate in place of Osman Hassan Ibrahim who was asked to step aside in line with a presidential directive requiring heads of procurement and accounting units to exit to give way for a lifestyle audit.   

Manager warehouse and logistics Bernard Nyachio returns to head the Directorate of Supply Chain, which has been left vacant after another procurement manager Milca Chebosis stepped aside.

Irene Mutai, who had been acting HR director, was moved from her position as human resource manager and re-designated as manager human resource development, leaving her position to be taken by Joseph Ayatta.

These changes comes three months after the National Treasury blocked the commission from recruiting senior managers to replace those who either retired or were sacked.

The Treasury had cited that the commission has not obtained relevant approval to be allowed to carry on the exercise as per the Treasury Circular No. 2/2018.
