DPP Noordin Haji to Use Ruaraka Land Broker as State Witness

Director of Public Prosecutions (DPP) Noordin Haji has announced that he has adopted Meshack Onyango Dehay as a state witness in the Ksh3.2 billion Ruaraka land saga. 

Dehay was facing charges of demanding Ksh82 million and menacing the complainant who the police did not identify but who is presumed to be one of the principal actors in the saga.

Mr Dehay had made stunning allegations of impropriety in the controversial Ruaraka land transactions.

He had also filed a personal statement to Parliament on the same but he went into hiding after investigations into the land intensified. 

The DPP had initially declared that his office was reviewing the Ruaraka files after the EACC completed investigations and handed over the file to his office. 

Haji also directed the police to withdraw any criminal charged filed against him for demanding money from suspected accomplices in the Ruaraka land deal.

In April, the DCI put up an advertisement in a newspaper requesting members of the public with information about Dehay to report to its headquarters or the nearest police station. 

The DCI went ahead to offer a reward of an unspecific amount to members of the public who gave information about Dehay that would lead to his arrest. 

Speaking to the Star, the head of investigations at the Witness Protection Agency, John Nyanzwii, declined to affirm whether Dehay was among the witnesses. 

The EACC has since completed investigations into the case and forwarded the file and their reports to the DPP. 

Speaking on why it has taken the office of the DPP long to file the case, Haji noted that his office was first dealing with simple cases, while it could take close to six months to deal with complex cases.

"The Ruaraka land case is one of the complex cases but rests assured the DPP is on the case," He concluded.
