40 MPs Prepare to Battle President Uhuru Kenyatta Over Freeze of New Projects

40 Members of Parliament are preparing to battle President Uhuru Kenyatta's freeze order on all new projects.

The lawmakers were meeting on Tuesday morning to agree on the best way to raise their concerns before the House resumes sittings.

Led by South Mugirango's Sylvanus Osoro, the Parliamentarians maintained that the President had no right to unilaterally freeze all projects that had been budgeted.

The MPs expressed their anger about the move to have all projects approved by the Treasury and the Office of the President.

The decision caused confusion and fear among government officials who claimed they were unaware of which projects to undertake. 

President Kenyatta's proclamation that no new projects will be launched before the old ones are completed caused confusion in his administration, with senior government officials adopting a wait-and-see approach.

Most projects that were in the procurement process are now on hold pending further directions.

This means that all accounting officers in ministries, departments and state corporations have been stripped of the authority to okay development plans not sanctioned by the office of the President and Treasury.

On Monday, it emerged that the uncertainty had also been fuelled by the failure by the Head of Public Service Joseph Kinyua to issue a circular clarifying the Presidential directive on development projects.

When he announced the halting of all new projects, President Kenyatta stated the directive was aimed at stopping resource waste and the habit of government agencies abandoning incomplete projects before embarking on others.
