The Ethics and Anti-Corruption Commission (EACC) is now pursuing a case involving three Government Ministries which made a payout of Ksh1.2 billion to a printing and stationery firm.
The payments, which were carried out in 32 installments over a period of 8 months, were made in the 2016/17 financial year while the country was fast approaching to the General Election.
According to the petition, the Ministries involved include Interior, Devolution and Planning and Youth Affairs.
The court papers further revealed that the printing firm that received the large sums of money was Era Two Thousand under the leadership of Evanson Thuo Waweru.
Broken down, the report shows that the Ministry of Devolution wired out Ksh27.4 million in installments on June 26, 2016, with the payment period spanning from January 1 to August 31 the same year.
Shortly after that, the firm went ahead to receive Ksh.5.5 million on the same day from the Interior ministry and Ksh241.7 in the four subsequent days in 32 installments.
EACC papers further showed that the recipient company withdrew huge sums via cheque and remitted them to other companies such as Blue Urban Limited.
Top officials from the three ministries including Head of Finance and Procurement at Interior Ministry, Samuel Chimoto, who's the senior Finance Officer from Planning and Statistics department, have been grilled in connection to the payments.
This revelation came after the Principal Secretary of Planning and Statistics had declined any association between his Ministry and Era Two Thousand company.
These payments were made at a time when National Youth Service, under the Ministry of Public Service, Youth and Gender Affairs headed by then CS Sicily Kariuki, was engineering the now infamous NYS Scandal.
