Court Rules on Medic Who Demanded Bribe From Blood Transfusion Patient in Kisumu

Stephen Omoro accused of soliciting a bribe from a blood transfusion patient at Kisumu East Hospital was on Tuesday found guilty by a court.

The clinical officer was ordered to pay a fine of Sh100,000 or in default one year imprisonment.

He demanded the bribe to facilitate the procedure before Ethics and Anti-Corruption Commission (EACC) officers arrested him in a set-up.

With the patient's family facing delays in the transfusion process, Omoro approached them with a solution.

He sought Sh25,000 to speed up the particular patient's transfusion.

“There were delays in the transfusion process and when the relatives asked, they were told it was difficult to get it done even after they had donated blood.

“We laid a trap and caught him taking the bribe from the family. We arrested him,” stated  EACC Kisumu regional manager Charles Rasugu stated at the time.

Omoro was also charged with corruptly receiving a Sh3,000 benefit.

His arrest came at a time when rising deaths of women and babies in the region's hospitals due to lack of blood for transfusion were being reported.

The situation was blamed on a shortage at the regional headquarters said to have few units.

The Kenya National Blood Transfusion Service (KNBTS) has six Regional Blood Transfusion Centres (RBTCs) namely Nairobi, Embu, Nakuru, Eldoret, Kisumu and Mombasa and 14 satellite centres.
