Uhuru's Plan to Introduce Parliamentary Secretary

President Uhuru Kenyatta has reportedly come up with a master plan to edge out DP William Ruto in parliament.

According to The Star, the Head of State is planning to introduce a Parliamentary Secretary position effectively minimizing the influence of Ruto's allies in the bicameral parliament.

If created, the new position will see Aden Duale (Garissa Township) and Kipchumba Murkomen (Elgeyo Marakwet) trimmed to size.

A Parliamentary Secretary will allegedly act as the link between the Executive and the Legislature; a role previously played by the Majority Leaders both in the National Assembly and the Senate.

In the new arrangement, both Duale and Murkomen will be reporting to the Parliamentary Secretary who will then be answerable to the President.

Details of the plan reportedly emerged after Uhuru summoned Jubilee's Parliamentary Leadership in Mombasa.

"The DP had not been initially informed about the meeting but the Parliamentary Leadership felt that being the Deputy Party Leader, he should not be left out during the discussions," an MP was quoted. 

Besides, President Uhuru is reportedly re-consolidating his base in the National Assembly and the Senate by appealing to rebel MP from Mt Kenya Region.

The reports have emerged after Uhuru on Monday radically reorganized his leadership introducing a four-tier Executive authority.

Introducing the new hierarchy, Interior CS Fred Matiang'i was given more power now being charged with the responsibility to oversee the implementation of government's projects including the Big 4 Agenda.

It is a move that has drawn concern among Ruto's allies and advisers, including Nandi Senator Samson Cherargei, who called it "a scheme to undermine DP Ruto" and his 2022 presidential bid.
