Industrialisation Cabinet Secretary Peter Munya has finally revealed how he thwarted plans by a section of Jubilee leaders to steal an additional Ksh4 Billion from the dams payout.
Appearing before the Directorate of Criminal Investigations (DCI) for grilling, Munya revealed that he resisted intense pressure from the leaders, who were not named, to sign the documents.
If the signature went through, an additional Ksh4 Billion taxpayers cash would have been released that would have brought the total expenditure to Ksh25 Billion.
As the pressure mounted, the CS resorted to informing Treasury CS Henry Rotich that the dam tenders were not following proper channels and procedures.
The Star reported that Munya further advised against the release of more money as the job on the ground did not measure with the money already released.
“We have heard all manner of claims including how Munya was put under pressure by some top government officials to sign documents and when he refused he was transferred,” The Star quoted an investigator.
Since the revelations emerged, talk is rife that Munya, the whistle blower of the Ksh21 Billion scandal whose tender was awarded to a now insolvent Italian firm, CMC Di Ravena, will be considered as a witness in the probe.
Munya served for six months as the CS for the East Africa Community and Regional Development which was in charge of the construction of the Arror and Kimwarer dams in Elgeyo-Marawet county.
Munya's grilling brings a total of all cabinet secretaries who appeared before the DCI in relation to the scandal to five.
