Govt on the Spot Over Ksh16B Unexplained Expenditure

The national government is on the spot after the Auditor General's office revealed that it did not have supporting documents for the expenditure of over Ksh16 billion.

This details emerged in a dossier following a review of the national government’s accounts for the financial year ending June 2018.

Edward Ouko, the outgoing Auditor general indicated in his last report that failure by the government departments and ministries to support expenditure by documents cast doubt on the authenticity of the expenditures reported.

Top of the lot was the ministry of ICT under the stewardship of CS Joe Mucheru who could not provide documentation for expenditure exceeding Ksh 3.6 billion.

A close second was the special programmes department that could not account for Ksh3.4 billion.

The Star on Tuesday, September 10, reported that the infrastructure department could not provide documents for Ksh2.5 billion while the broadcasting and telecoms department could not support the reported expenditure of Ksh1.1 billion.

Ksh951 million expenditure could not be supported by any documents from the Public Service and Youth Affairs department.

The Judiciary under CJ David Maraga did not have supporting documents for Ksh876 million spent, Livestock department Ksh866 million), National Land Commission Ksh712 million and Correctional Services Ksh508 million.

The Radio Africa publication further noted that the Attorney General’s office could not account for Ksh445 million; the State Department of Agriculture did not support the expenditure of Ksh360 million.

State department for devolution did not account for Ksh88 million while the arts and culture department was on the spot over Ksh48 million.

The Independent Electoral and Boundaries Commission's (IEBC) expenditure was flagged for over Ksh36 million, while the irrigation department was not clear about Ksh21 million expenditure.

The National Treasury, the custodian of the country’s resources, did not explain how it spent Ksh20 million.

After his exit, Ouko opened up about fearing for his life as he had received threats from unknown persons.

The amount unaccounted for was jus Ksh2 billion less of what the government spent on the just concluded national Census which was approximately Ksh18 billion.
