New details have emerged about the Directorate of Criminal Investigations (DCI) role in the firing of the embattled Nairobi lawmaker, Habiba Ibrahim Hussein.
According to a report by People Daily, the lawmaker's firing was as a result of an unrelated investigation by the DCI into the Nairobi County Assembly.
The publication disclosed that the agency's Nairobi Regional Coordinator Bernard Nyakwaka wrote to the assembly in connection with an investigation touching on the unethical appointment of officials at the Nairobi County Government.
The DCI was seeking records of sessions attendance of all MCAs for the past six months.
After noting an anomaly, the coordinator later wrote a letter to the assembly's leadership seeking all documents connected to the appointment of Habiba as an MCA. She was nominated by the Jubilee Party.
Nairobi Speaker Beatrice Elachi corroborated Nyakwaka's story explaining that it was the DCI's inquiry that raised the initial red flag about Habiba's absenteeism. It was later discovered that she had missed sessions for two years consecutively.
“The matter was prompted by an investigation by the DCI and we decided to manage it internally thought the Power and Privilege committee which guides us on the disciplinary procedure for the members so as not to put her in trouble.
"She has been away for two years and never communicated to the Speaker as required by the law,” noted Elachi.
In her defence, Jubilee Nominated Senator Millicent Omanga explained that Habiba had missed a session because she was dealing with her medical issues.
The nominated MCA had undergone a difficult and complicated pregnancy for the better part of 2018. She delivered a baby girl, Shadia, but the child was born with a heart condition that deteriorated despite efforts by medics. Shadia passed away days after her birth on November 23, 2018.
"From the information and records in my possession, Hon. Habiba carried a challenging and complicated pregnancy to term, and delivered a baby girl Shadia, through a cesarean procedure, on November 21, 2018.
"Unfortunately, the baby was born with heart complications that are suspected to have arisen from the treatment the mother was undergoing during the pregnancy," she stated.
