City Hall Announces Vacancies in Top Positions

The Nairobi City County Government has declared top positions in its board vacant after the occupants left office months ago.

Three top positions, including that of the Chief Executive Officer, in the Nairobi County Public Service Board (NCPSB), have not had permanent occupants for months.

The current occupant of the Chief Executive Officer's office is in an acting capacity, and doubles up as the board's secretary.

Speaking to Kenyans.co.ke on Thursday, September 9, a county official confirmed that the two other positions were members of the board.

NCPSB has remained without a substantive CEO for fourteen months.

The Nairobi County Assembly rejected nominee Polland Kaingu, for failing to meet qualifications for the position. Kaingu had been nominated to take over from Susan Waweru, who had been serving in an acting capacity.

Former Governor Mike Sonko forwarded the name again, but it suffered the same fate. Currently, the position is held by Nyamae Nyagara in an acting capacity.

Acting County Secretary, Jairus Musumba, said the Deputy Governor Ann Kananu-led administration has “seen it fit” to get substantive holder of the position as well as fill the other positions that had fallen vacant in December, 2020.

“The position of the Secretary/CEO to the Board has been vacant for the longest time. The other two members left in December last year. We have now moved to fill all those positions,” said Musumba.

In the notice, City Hall invited persons who qualify for the positions to apply.

Applicants for the CEO post are required to hold a Bachelor's degree in administration, human resource management or social sciences. A master's degree in the stated fields would give applicants an upper hand.

Functions of the (NCPSB) include establishing and abolishing offices in the county public service. In addition, it appoint persons to hold and act in offices  including confirming appointments.

The board also exercises disciplinary control over staff and promotes ethical standards in the operations of the county public service.
