As Director General of the Energy and Petroleum Regulatory Authority (EPRA), Daniel Kiptoo, is in charge of regulating the retail prices of diesel, petrol and kerosene on the 14th day of each month as stipulated in the 2010 Energy Regulations.
Kiptoo was appointed DG on June 30, 2021, after holding the position in an acting capacity since 2020 after his boss Pavel Oimeke was suspended.
Born in 1984, Kiptoo graduated with a Degree in Law from the University of Nairobi (UoN).
Further, he advanced his education after he joined the University of Dundee in Scotland, where he studied and graduated with a Masters Degree in Petroleum Law and Policy.
Kiptoo then came back to Kenya and joined the Kenya Harlequin team as a rugby player. He enjoyed an illustrious 13 years career playing rugby and even winning the Kenya Cup with his team, Kenya Harlequin.
He also played Rugby for Simba helping the team to win the Africa Cup in 2011 and thereafter quit the sport.
The DG went on to practice law as an Advocate of the High Court of Kenya, a certified public secretary, and a member of the Institute of chartered secretaries and administrators in the United Kingdom.
He served in his legal profession as a legal advisor at the Ministry of Energy and State Department of Petroleum before he was appointed to lead the powerful energy authority.
On the other hand, he also served as the chairman of the Government’s First Oil Committee charged with the delivery of the first oil for Kenya.
Kiptoo also has vast experience in the Energy and Petroleum sectors with a bias in Policy Formulation, Regulation and Project & Structured Finance.
He is renowned for being part of a technical committee that reviewed Kenya's existing energy laws to align them with the Constitution of Kenya 2010.
As a member of the committee, Kiptoo was tasked to develop the Draft Energy policy 2013 and Draft Energy Bill 2013.
Additionally, the lawyer belongs to various boards such as the Certified Public Secretary in Kenya (CPS), Chartered Secretary of the Institute of Chartered Secretaries and Administrators UK (ICSA) and the Association of International Petroleum Negotiators (AIPN).
His position as an EPRA director has a term limit of three years and can only be renewed once.
