How Ruto's CS Nominees Were Prepared for Tough Vetting

The National Assembly (NA) Vetting Committee vetted Cabinet Secretary Nominees unveiled by President William Ruto whose names would be fronted to the head of state for appointment. 

Appearing first before the committee were nominees Musalia Mudavadi (Prime Cabinet Secretary), Justin Muturi (Attorney General), Aden Duale (Defence), Alice Wahome (Water ) and Alfred Mutua (Foreign Affairs). 

Others set to be vetted include Aisha Jumwa (Public Service) and Mithika Linturi (Agriculture). 

Amid tough and prying questions by the vetting panel, the nominees remained calm and composed - a training they underwent before the exercise.

On October 12, the Kenya School of Government shared images of the nominees undergoing induction training at the Lower Kabete Campus.

The training, as per the institution's schedule, is known as the Induction Program for Cabinet Secretaries (IPCS), which takes four days.

"Prepares Cabinet Secretaries to appreciate their responsibilities within Cabinet and Ministries and their obligation to citizens, " reads the course description.

KSG explained that the program is part of several others aimed at transforming public service through competency development, including how CSs should professionally conduct themselves.

This was among the questions put forward to Duale, who was asked whether he would handle his office with decorum or maintain his straightforward and untamed utterances while serving as the leader of the majority.

"I do and speak based on the work I do. So when I am an MP and leader of the majority, and I speak my mind. When I become the Defence CS I will speak the way a defence Minister is supposed to Speak," the Garissa Township MP stated

The CSs were also trained to efficiently and promptly respond to citizens and accommodate their views in decision-making with the vetting process factoring in some of the public's concerns. 

Alice Wahome defended herself from claims that she is short-tempered, one of the concerns raised by the public.

"I am not young and have been in employment for over 40 years. I do not think I am a violent person, I am able to manage my tempers," Wahome stated.

The nominees were further guided by the training, which demands they uphold public service values and professional expertise.

Duale, Mutua and  Wahome demonstrated that they had proper knowledge of the ministries to which they had been nominated and answered most questions put across by the committee members.

They further linked their roles to the Constitution, which dictates the execution of their duties and formulation of policies.
