Machogu Announces Ksh 9.6B for Junior Secondary Learners

Education Cabinet Secretary Ezekiel Machogu announced that the government will provide capitation for grade seven ahead of the opening date set for January 30. 

While releasing the 2022 Kenya Certificate of Secondary Education (KCSE) results, the CS noted that the government set aside Ksh9.6 billion to cater for the first and second terms of the transition. The funds will be used to oversee a smooth transition to the new curriculum. 

He added that each learner will receive a capitation of Ksh 15,000 per year. Ksh 4,000 of the Ksh 15,000 will be channelled toward the construction of laboratories and classrooms to meet the requirements of the competency-based curriculum.

"The government will spend Ksh9.6 billion in capitation grants to learners of grade seven in terms one and two," he stated. 

In addition, the CS explained that the government was in talks with the World Bank for funding to upscale facilities in all junior secondary schools. 

According to him, the government will spend Ksh18 billion in the 2022/2023 financial year for further upscaling of laboratories and other facilities. 

He also affirmed that members of Parliament will help supplement the efforts of the government by supporting the construction of the facilities.

Regarding the management of the junior secondary schools, the CS clarified that the institutions will be under the stewardship of the hosting primary school headteachers.

He further noted that the new guidelines issued by the presidential task force on education reforms recommended the creation of a sub-committee to manage the resources and activities of the junior secondary schools. 

"The board of management of a primary that domiciles a junior secondary school will constitute a special sub-committee to spearhead the management of education and resources of the school.

"The headteacher of the primary school that domiciles the JSS will serve as a secretary of the committee while the chairperson will serve as its member. A public JSS will be headed by the headteacher of the primary school that domiciles it," he stated. 

Machogu also promised to provide comprehensive guidelines in a subsequent circular as ratified by the President and key stakeholders in the education sector.
