Mudavadi Gives 6 Orders to PSs in Expanded Mandate

Prime Cabinet Secretary Musalia Mudavadi on Wednesday, March 22, ordered Principal Secretaries and other senior government officials to identify and resolve functional overlaps in the government. 

In an address during the PSs Committee meeting held at Kenya School of Government, Musalia noted that duplications, inconsistencies, conflicts and ambiguities were key factors likely to cause chaos within government operations.

According to the Prime Cabinet Secretary, the Principal Secretaries should develop mechanisms that will quantify and harmonise staffing, tooling surplus, and deficits in their dockets. 

"Identify and weed out budgets not aligned to your mandates and functions and practice professional deployment and redeployment of staff," Musalia directed the newly appointed PSs.

The Prime Cabinet Secretary, who was speaking as the chair of the PSs Committee, also asked the officials to heed President Wiliam Ruto's Executive Order that outlined Kenya Kwanza's philosophy, vision, broad mandates, institutions, structure, and key actors that are expected to deliver to the electorate. 

Executive Order No.1 of 2023, reorganised the government, departments and functions which were transferred, restructured or reorganised partly or wholly.

In particular, Musalia pointed out the Bottom-UP Economic Transformation Approach (BETA) as a philosophy that seeks to aggressively promote good governance practices both at the national and sub-national levels.

The former ANC leader also directed that his committee should become the primary implementing organ for national and county peer review mechanisms for good governance. 

"We must create a conducive environment for national and international competitiveness, ease of doing business and creation of wealth and employment," Musalia added. 

He implored the Principal Secretaries to consider professional management of staff and inventories so as to maintain ethical standards in government. 

"There is need for you to practice professional deployment and redeployment of staff, tooling within the MDAs and between MDAs in consultation with the Central Posting Organ. You are also advised to update the inventory of assets in liaison with the Ministry of Finance," Musalia stated. 

In that regard, the officials were ordered to enhance the role of the private sector as the engine of growth in our economy and mainstream the Kenyan diaspora in the national development process. 

"You are called upon to update policies, legislation and regulations affecting the private sector to transform Kenya into a destination of choice for Investment, trade and tourism," Musalia stated. 

He also noted that county governments will be supported to focus and become economic and investment clusters in their respective authorities.
