Chief of Staff Joseph Kinyua Revokes Amina Mohamed's Appointments

Details have emerged that the Foreign Affairs Ministry headed by Cabinet Secretary Amina Mohamed is in disarray after hundreds of diplomatic changes, which the CS made prior to the African Union Elections, were cancelled.

On January 20, Amina posted a record 118 staff to embassies abroad but her Permanent Secretary Monica Juma declined to approve the changes.

According to a source who spoke on condition of anonymity, CS Amina and Juma have not been in good terms and the latter is said to have informed President Uhuru Kenyatta of the “irregular’’ appointments.

After the said meeting between the President and the PS, Chief of Staff and Head of Civil Service Joseph Kinyua revoked the appointments. 

“It appears the PS got the Chief of Staff to put the unprecedented mass postings on hold. That means that Amina prepared and issued the posting orders without consulting the PS and her technical officers. Yet the PS is the Public Service Commission’s Authorised Officer by law,” the source told the Star.

Reports indicate Amina is disgruntled over the revoked appointments but it's not yet clear what will transpire.

Kenyan missions abroad are also reported to be in a mess since most personnel whose tenures of duty ended returned to the country and no replacements have been made.

CS Amina lost the elections for the African Union Commission (AUC) to Chad’s Moussa Mahamat, who garnered 38 votes in the seventh round.
