IPOA Faults Ongoing Police Vetting

The Independent Policing Oversight Authority (IPOA) has come out questioning aspects of the ongoing vetting by the National Police Service Commission.

IPOA faulted the commission on grounds that some of the members sitting on the vetting panel have been mentioned in corruption scandals and cases.

The commission further condemned the recent treatment of former senior Deputy Police Commissioner Francis Okonya during his vetting on Monday.

The said vetting took a dramatic turn when the commission's chair Johnston Kavuludi and Okonya engaged in a heated exchange after the panel tried to deny Okonya a chance to make a presentation.

Speaking today in Nairobi, IPOA board member Tom Kagwe faulted the manner in which the process had been carried out.

"No matter what he did or didn't do the officer needs to be respected and accorded fair treatment," he said.

According to The Standard, Kagwe said that a number of the panel members were not supposed to be sitting the vetting as the accusations against them disqualified them from doing so.

He added that Kavuludi had been mentioned in list of shame the for corruption allegations while other members had graft and corruption cases pending in court.

The police watchdog body also had a bone of contention with the panel's dismissing of officers they found unfit to continue serving arguing that the said officers should have faced the due disciplinary process.

IPOA said that while vetting will not be stopped, many factors could hinder the effectiveness of the process.
