Report Reveals How MCAs Are Milking Millions From Counties

The 2014/2015 Annual County Budget Implementation Review Report has revealed that Nairobi County MCAs received a total of Sh150 Million in sitting allowances.

This was the highest amount recorded out of all the 47 counties. Other counties that featured top of the list include; Kakamega (Sh147 Million), Migori (Sh130 Million), Homa Bay (Sh126 Million) and Kisii (Sh118 Million).

Isiolo and Laikipia Counties were the best performers in efficient use of funds, spending Sh13 Million and Sh17 Million respectively on allowances.

The report surprisingly reveals how Turkana County exceeded its allowance spending by 494% from Sh10 Million to Sh54 Million.

It further uncovered that Counties spent Sh9 Billion on foreign and domestic travels with Baringo, Embu, Murang'a, Siaya among others exceeding their annual allocations.

According to the report, Turkana and Mandera Counties rated highest in development expenditure while Lamu and Embu spent the lowest on development.

In recent days, County Governments have been on the spotlight for alleged misappropriation of public funds through ridiculous travel and procurement expenses.

The Controller of Budget has recommended investigations to ascertain the excessive spending by the counties.
