"We forget that there are millions of Kenyans not earning a salary and are still being taxed. However, these Kenyans are not complaining," Ruto stated.
As the country quickly heads towards the July 1 rollout of SHIF, many questions have emerged, with confusion and panic characterising health care amid a doctors strike.
